Pretty much. Whatever company develops it will sell the others or, more likely, have their patent ignored and other nations (excluding the US) will just produce vaccine using that formula. Europe has a policy of openly ignoring medical patents and China has no respect for patents.

In general, though, a vaccine won't get things back on track any sooner (although it should help keep things going down the road) and a substantial number of Americans will likely avoid vaccination in general given the US's checkered history. More importantly, one nation's economy won't improve in the others are still in the shitter. China by itself would be fucked since its economy largely revolves around producing goods for other nations and it's already been killed by things like the tariffs. It needs consumer-states to sustain its growth, otherwise it'll collapse inward like a house of cards.
