Once you're burn is full you can only use the basic blasts, or abilities that don't cost any burn. Combining elements, using activated abilities like the heal, and adding shapes to your blasts all cost burn, but you can reduce the burn cost of certain things. I think judgements are basically buffs that Jaethal can activate for a certain duration, she can only have on active at a time though.
