Why do you think this makes sense? We're a single cooperative country. States have different demographics, different cost of living, different tax revenue, different spending needs.

If one state brings in more tax revenue than it needs... and another state brings in less than it needs, but quality of life would increase with it, why doesn't it make sense to distribute that money to the state in need?

The alternative, assuming you let people change their state residence, is to require people to move in order to gain state benefits. This not only inefficient (it's more efficient to move money to a state in need, than it is to expect all the people to move)... It's a prohibitive barrier to entry for the people who would need it most.
Have you read the constitution? Says nothing of granting the federal government that power
