Below a certain point in the fodder zone, I think "being female" helps a character out, in terms of standing out from a mostly-male crowd like the Smash roster. You see the same thing in the huge Fire Emblem character polls with hundreds of characters, once you get down very near the bottom it's almost all dudes. So I'd expect Nana to be slightly stronger than Popo at minimum, and being ahead of those two doesn't stun me either.


I dont know if the stats were talking about account for this, but Lucas was in an SFF situation with Kirby so he may be better than that would suggest. Nana was the only remotely Nintendo character in her match so she maybe overperformed a bit by standing out.
