If DC had representation in Congress they would have a proportional voice in national affairs. A 2/538 share of national power would be fair based on population. But they would still only have 2/538 of the votes to govern their local matters. So it seems to me that statehood is far more valuable than representation in Congress. Statehood gives you self-governance on local matters, while representation primarily gives you input on national matters.
