What good is that representation when it grants you no practical say over local governance? If DC had representation in Congress they would have a proportional voice in national affairs. A 2/538 share of national power would be fair based on population. But they would still only have 2/538 of the votes to govern their local matters.

So it seems to me that statehood is far more valuable than representation in Congress. Statehood gives you self-governance on local matters, while representation primarily gives you input on national matters.

But the rule seems to be, if the maps don't favor you, you're out of luck.
Regardless of whether your representative is of the same party as you, they are incentivized to be advocating for the interests of their constituents (say, for example, there's an earthquake in your district; they will advocate for disaster relief money). No one in Congress has any external incentive to advocate for DC.
