No one in Congress has any external incentive to advocate for DC.

Correct. It is similar in status to an occupied territory, like the Philippines used to be or Guam or American Samoa or Puerto Rico. Congress is there to represent the 50 American states.

From the point of view of a DC resident, of course having statehood is better. But that's not necessarily the case for the residents of the other states.
