Slowpoke is probably High Fodder for the same reason that the likes of Mudkip and Bidoof were high fodder in '07 and '08: memes. Slowpoke remains an enduring meme. I doubt he'd win much in 1v1s, but he'd easily make R2 in a 4way format and threaten to go deeper with a lucky draw where he can take advantage of characters leaching. Elastigirl is probably mid fodder.
