I think we probably have different conditions for fluency. To me fluency would include a lot more. Like even though I can make myself understood perfectly fine, I'm lacking in a number of areas I'd almost only be able to develop if I lived in an English speaking country for a long time. Such as, better understand of dialects, local figures of speech/idioms etc, a ton of names for like flora and fauna.
