That was his personal motivation but he also stated he never received orders from Elijah Muhammad to do it. Which is why they never attempted to arrest him

Your snippet post actually proves what I was saying as it shows the two other people arrested with him (Butler and Johnson) had nothing to do with the assassination plot

Many people back then and today looked at Elijah Muhammad as a Moses like figure sent to help free Black people after 400 years of oppression and slavery. There were many emotionally charged loose cannons angry at Malcolm for what they felt was a betrayal of their deliverer.

The government used that scenario to their advantage and picked someone who they could use as a misguided stooge (Hayer) in their assassination plot to kill Malcolm X
