There isn't... really enough people who run laser shows to do that for every medium sized city as well. You're going to run into people who really shouldn't be operating lasers fast. This is probably the more significant issue. In theory, you'd have a whole bunch of fireworks people out of work who could move into lasers instead, but the skill sets aren't particularly transferable, so it's not quite that simple.
