They are not "condemning" protesting and it later even states that this should not be confused with being permissive to the idea of large gatherings in general. This means they aren't going to condemn the protests but would obviously prefer people not do large gatherings. They make a point to address anti-stay at home protests because these are basically protests challenging their own policies which OF COURSE they won't be okay with. --- I love people.
