It's just as the Scarlet Letter laid out: the people who cry out the loudest about some sort of moral panic or outrage are inevitably really the ones doing such things. Normal decent people don't think about cheating and shit; but people who have cheated (whether on their spouse, on taxes, on voter records, etc...) realize that "if I could do it, then anyone could be capable of it, because...I'm a good person....right?" and become super fucking paranoid.
it's a pretty big tell, really.

He probably expects Trump to pardon him. Not an unreasonable expectation at this point, honestly.
