The Matrix movie has two realms: it has the Matrix, and it has the Real World. In this Real World, Neo had martial arts knowledge downloaded directly into his brain. This is not possible in our real world, but it is possible in his Real World. It is possible in the Reality of his Universe. Toko can turn into a demon because it is possible in the Reality of her Universe. Mewtwo can teleport and use psychic powers because it is possible in the Reality of his Universe.

Giratina's strongest powers are available only in the Distortion World. This isn't the Distortion World, so when he's not there, he cannot use those powers. Rand can change the world just by thought in the Dream World. This isn't the Dream World, so when he's not there, he cannot use those powers. Giratina can only use the powers available in his Real World. Rand can only use the powers available in his Real World.

This contest doesn't take place in our Real World. It takes place in the collective Realties of the collective Universes of the contestants. If there is a greater Real World that the works take place in that's far from the focus (eg Narnia) or the characters only exist in the Sub World (eg, MMBN, Chalkzone), it'd be more fair to consider the powers of the characters in their primary setting. The Matrix isn't solely about the Matrix. It's about the Matrix and its place in the Real World.
