From what I've seen all of them have sizable fanbases, and Naoto absolutely stands out from the rest in terms of design and characterization. Galuf is an old man from FFV - pretty obvious Low Fodder vote here. Moogle I say is Mid Fodder. Probably not as popular as the Chocobo, but still a very recognizable mascot for the Final Fantasy series that appears in nearly every game. I will agree with moving Blaze down to Low Fodder. Streets of Rage 4 came out recently and didn't seem to make much of an impact on Gfaqs. I have seen a few topics for it, so there is definitely still a small fanbase that would vote for her. I will second re-ranking Cynthia. High Fodder does seem too high for a Gen 4 human character, even one as popular as Cynthia.
