if you've removed the cooler you need to replace the paste. there's no point to test how hot the thing is, if you've got the pc on with the cooler off it'll overheat and shut down within like a minute.

get some rubbing alcohol, closest to 100% you can find in a drug store, and wipe the old paste off. if it was bad you'll notice the paste is hard and flaky. then you take your new paste and put about a pea sized glob in the center. put the cooler on, give it a bit of a wiggle to distribute the paste then screw it back in place.

Not sure if Id call it flakey. Feels almost like a dust residue. That mean its bad, or good? Luckily my folks have some I can borrow. Closest store that carries the paste is an hour away.
