Voters probably care about Moogles a fair bit more than Chocobos, which should be enough to compensate for the reduced mascot factor. Meanwhile, Blaze is clearly the standout character from her series for more reasons than one, and at least some voters will care about said series, but non-Sonic Sega is not generally a recipe for true relevance here.
