1) yes, unmarked impalas. POLICE IMPALAS. You just dont hop into your moms minivan and get ready for some arrests. These are not police vehicles.

this is a regular dude walking down the street, not some elite soldier, whats with the OPSEC reasoning? When youre arrested youre supposed to be taken to the police, not some secret Guantanmo shit.

3) what is the probable cause on a guy waking down the street and whose face you cannot see? Sure, they can dig and find out he did a stuff in the past AFTER THE FACT.
