yes but it also presents some issues

1) it introduces lag between your controller/keyboard/mouse
2) if your computer can't render the game at the full FPS of your monitor, it caps the Frame rate by HALF and sets that as its new target.

for example, i can run Overwatch at 120-140fps in any given match. i have a 144hz screen. if i turn on v sync, it says "hey 125fps is not 144, SLOW IT DOWN" and it caps it at 72fps NO MATTER WHAT.

so if you're not getting the FPS you desire when you know you can, you can try turning it off.
screen tearing isn't that bad imo, id rather have tearing than chunky fps. i use software (ie the control panel or a setting in the game) to limit my fps to my monitor. i found that helps with tearing

or get a g-sync/free sync monitor if you can afford it, but they're pretty standard nowadays. (but then you introduce other issues lol)
