Because those types of percentages aren't dealt with commonly. People are used to dealing with much smaller numbers. You never get 1% or 5% of 10 people, for instance. You wouldn't get 1% of anything less than 100. So while it may make sense if you take the time to think about it, most people don't think in those situations. People are used to dealing with 10%, 25%, 50%, and so on. Not 1%, 0.3%, etc.

Like said, people struggle to figure out sales tax. People just don't work with percentages often that's not something simple like 25% or 50%.

EDIT: That's why sales always use those nice, easy to comprehend amounts. You never see "17% off Pepsi products this week!"
