Biden wants to increase funding overall but he wants to funnel it to departments that uphold higher standards. Which makes sense in ways. If people want funding they have to up their standards. The problem with that is some people are thickheaded regardless but money talks.

Biden is a bad communicator overall. A lot of his policies are blanket policies and some are good and some aren't. And how he communicates it.

Trump's entire policy is about holding the line of white supremacy. They are both terrible communicators. Trump is an awful communicator but he has more influence because he's such a jerk. Biden gets lost in the shuffle.

Both of them are flawed. But that's how the world goes. There is a light and dark side to everything. The republicans are losing because Trump is a perfect target.
