Yeah, some people can be assholes. My ex-roommates landlady claimed that he caused damage to her tub when he tried to move out, meanwhile he had pictures and video evidence that it was damaged before he moved in, yet for some reason the judge agreed with her. My own landlords(a company) chose to stick a stacker washer/dryer into a small closet which caused the dryer hose to get punctured, meanwhile there was a gigantic open space with no heater on it that they could have put 2 single units and left that space empty for extra stuff.
I know, right? My landlord of my last apartment tried to stick me with nearly $2k of a bill for painting the walls, replacing the carpets, cleaning appliance fees, and other stuff that was total bullshit. I don't know how these types of people live with themselves. I mean, how greedy and slimy can you get?

Stealing a water heater seems like more work than it is worth.
I kind of agree. I mean, what are you gonna do with it? Most homes come with them already installed, unless you know you're moving somewhere that doesn't have one or has an old one that needs replacing ahead of time. And even then, this was a rental so they didn't own the water heater so it's still theft. I guess if you're a crook, anything is worth stealing.
