Or maybe Youtube should--and did--take steps to stop people using their platform to abuse other people, which is forbidden by their ToS.

So, you basically just want bullies and trolls to keep spewing their venom without being held accountable for their actions, even if said actions clearly cause harm and near-death to others. That's not how things work.
