The only reasonable thing I could see from the cop perspective is that maybe he panicked and thought if he didnt stop the guy from getting into the car right that second then the kids in the vehicle might be harmed They WERE using non-lethal things on him. They attempted to TAZE him, and that didn't work, and he decided to beat on the cops. Since he was running to a vehicle, disobeying their orders, at gunpoint, with his hands out of sight. If the police didn't shoot him, there was a HIGH probability that he would have had a gun on him, and shot at the cops, with the intent to murder.
