Prior to him saying "okay I'm rich enough now time to give it all away," he was indeed pretty evil. Gates did not become a billionaire by being a good person. Quite the opposite. That he's committed himself to philanthropy now means judging his life as a whole is going to be substantially more complex than that assessment, and there's a reasonable chance the good will outweigh the bad (though also a reasonable chance that the reverse will be true), but it's definitely not inaccurate to say that he did not become a billionaire as a good person.

It is also worth noting that, for all his apparent philanthropy, his charitable donations have been pretty trivial compared to the kind of expenditures he's actually capable of. He's done a lot, and that's cool, but he could be doing so many orders of magnitude more. His philanthropy should still be recognized, but praising it should take into account how much he's actually committing himself to it.
