Because where they were in the timeline has more to do with what story ideas the writers had than anything else. It's also meant to follow in the steps of IV, in terms of things not strictly being in order of given complete context.

Then down the line somebody thinks of an interesting setup or follow up to a previous plot line. It's a structure that allows more open ended creativity than a strictly linear story, and it can do so since we are already familiar with most of the characters. That's why something like Rebels needed to be chronological.

But the story lines there are of significantly lower quality imo.
