everything has a base salary, and depending on how well you do is how much you can get. 45 is a fair salary for a starter salary. Not to mention that these salaries usually aren't the salary that the person will have after their "trial" period finishes.

Case in point, a computer hardware company near me only pays 13/h for the first 3 months before upping the pay significantly to 50-60k a year. They want to see who will stick around. It's a stupid ploy to get people for cheap.
