Balancing the budget can be achieved either by decreasing spending and taxes or by increasing spending and taxes. There is a balance that has to be achieved and there is not only one way to address this.

For example no one but the most extreme conservative would want to get rid of police or roads even though they cost money.
How are you balancing the budget when both of those options effectively cancel each other out? Increasing taxs while the economy is good, while decreasing spend is the only realistic option.

Or it would be if people were willing to cut cost.
