There is a lot more the body does even when sitting beyond blinking, you have a heart pumping blood, you have a brain thinking, you have a stomach processing and digesting food, etc... This is why a human needs to eat, even if you sit in one spot for 24 hours straight the body will still be doing plenty of stuff. Blinking is probably the least calorie burning thing our body does that needs to on a daily basis.

A base metabolism varies from person to person depending on numerous factors (genes, height and current weight, ratio of muscle and fat, dietary habits, etc.). For the average, healthy person, it might be in the 1400-1600 range to eat that many calories and retain the same weight without exercising.
