But you can't leave it up to states because people move between the states, it takes everyone to stop the spread. Not to mention that masks and other things are hard to enforce so even as a symbolic leader, when you have a president who denies it, that makes it worse. On top of that states could've used help with PPE and tests early on, and some of that responsibility falls federally. Your cognitive dissonance is insane, you're saying that covid is bad because of the actions states were forced to take because of Trump, but it's not Trump's fault.
