Yes, not every case, forcing a dude in rehab would have been potentially just as good. But these drugs destroy their desire for anything but those drugs. As someone who went to over 100 AA/NA meetings before my court case to show good faith, I think I have enough personal experience with addicts to know there is a sizable amount that want help.
