Think about an angle. At 90 degrees the angle contains all the subjects that a discussion can relate to. At 1 degree is most minute detail that can be discussed. It seems to me that people are always at 45 degree comfort zone, unable to scale up or scale down the scope of a discussion for long.

People seem unable to stay within the confines of a hypothetical and carry it through to the conclusion. When stated in the form of "If X then Y" the Y that they reach tends to have little to do with the X they started with. As they return to their comfort zone they focus on the direct effect of X on a subject matter but neglect how the X they stated would influence other factors along the way.

People seem unable to connect a smaller discussion to a larger conversation. They tend to think that a discussion only pertains to a subject within their comfort zone. They often don't see how that particular discussion relates to other individual discussions, or how those contribute to a subject matter that includes all of them.

Being unable to move ones scope up or down in a discussion would result in not understanding the intent of another person who is operating on a different scale. An indication of this occurring would be not applying concepts which were previous mentioned by the other person. Another would be not understanding why one thing is brought up in relation to another.
