You're looking at breeding standards for show dogs, not the actual dogs.

Per your source:
To reiterate what we learned earlier in this article; if an American Rottweiler is bred with the same code of ethics as German Rottweilers, the dogs would be indistinguishable side by side.

And show dogs in general are often tinier than non-show dogs because they're bred and raised to fit within certain parameters that embody what an association considers an exemplar of that breed. And, more importantly, most people don't own show dogs.
