Topic	It's not just renters. Landlords are struggling, too

There also isn't much indicating the primary focus of the article is a slumlord. Complaining that people have taken advantage of the situation and made no attempt whatsoever to even try to pay something of their rent is not being a slumlord. The people at the bottom of the article refusing basic maintenance may in fact be a slum lord.
