I don't think they ever say exactly where it is. but the show has a ghetto area of the city where minorities live mostly. and there is a history of the government experimenting on people there. basically in this show lots of people have super powers, but it's almost all minorities in the show with them. I can't actually remember if any white super powered people exist on Black Lightning Idk how that relates. My idea is a freedman can turn plantation owners black as a superpower. ...
