Have him stand in the background during Arkham Origins and never interact with Batman at all, and then have him turn up as one of the generic lookie loos in the crowd at the end of Arkham Knight and not interact with Batman at all. There we go, he was there at the beginning and end." Well yes I suppose that's true but I think the spirit of the foreshadowing was that he was going to do something. Not that he was literally just there occupying space at the time.
