They're often not? The best character is generally whoever the show seems to revolve around. For KotH, that's Hank. For Married with Children, that's Al.

Malcolm in the Middle is a little different. Francis was clearly the best character and has my favorite storylines (I especially love when his mom was adding fuel to the fire between him and his wife before she learned why they were arguing -- he was annoyed because his wife insisted on driving him home because he was drunk). Hal was maybe a close second.

While I like Red, I'm not sure I'd rank him as the best character on That 70s Show.

And it's worth noting that when the dad isn't the main character, he's either an oafish buffoon or a hard-ass. (And sometimes it's true even when he is the main character.)

Because the writers are usually old men, so they know the subject matter. It's the same reason why most female characters are 2 dimensional and usually bitchy.
