Well here is what those exo planers are so far
Alan Wake during the course of his game became a god. While fighting his inner demons during his trancedence they became manifested in the real world as the darkness/hiss. This along with the time fractures and time god creations rippled through the world thanks to the protagonist of Quantum Break which caused the creation of plot devices which are the literal objects of power throughout known history. This caused the bureau of control to be formed. Now the archetypes of literature are now WMDs because they actually change the world to fit a narrative of the story being told.. So yeah the ultimate bad guy of this is Alan Wake due o his psyhe creating the events Thats not a fan theory its pretty much developer twitters and the Awe DLC
