What I mean is that the only reasonable way to evaluate a decision is how optimally the available information is integrated.

A shitty decision isn't a shitty decision because of its outcome, though shitty decisions will on average have shittier outcomes.

Just to be clear, let me give an example. Let's say I have two choices. I've spent enough time randomly sampling from each to know that choice A rewards me about 70% of the time, while choice B rewards me about 30% of the time.

Based on this I choose A and I don't receive a reward. Was that a shitty choice? No, it was the optimal choice, but it had a shitty outcome.
