You need 60 votes to pass most bills in the senate, due to the filibuster. Multiple Democratic Senators, including Joe Manchin and Bernie Sanders said they are not in favor of removing the filibuster (because they know that when they are the minority party, it stops Republicans from pushing extremely partisan legislation through if they dont have 60 votes in their party).
Nothing stopped Republicans from ditching the filibuster in 2017; do you really think if Mitch McConnell thought it would help their cause he would've hesitated to do so?

They passed the tax cuts through reconciliation and were a vote away from doing the same with their Healthcare bill.

And the filibuster is just a myth created by slave owners and segregationists anyways. You can get rid of it.
