Yes, but every location in the universe is moving at a different rate.

The CMB is the true rate of the time of the universe, which is about 30,000 years ahead of us. Everything else is beholden to gravitational time dilation. For example, the Earth's core is 2-3 years younger than the rest of the planet.

I mean, I totally understand where you're coming from, but unless there's an identical Earth there that started off at the exact same point, it's unmeasurable in terms of time travel. Think of the ship in the Series 10 finale of Doctor Who if you've seen it. It would have to be something like that.
