I went to a magnet school as well, in a very low income, high crime part of town and something like 40% of the enrollment was alotted to specifically to the local children. There's a lot imperfect about any method of determining who gets into these schools, but I think just about anything is better than a purely "merit" based method, which as it has been said, would likely just lead to kids who come from well off backgrounds being the only ones able to get in. At the same time, I don't necessarily think attending a magnet school necessarily leads to a better education or outcome for everyone. My school was actually lower rated than my zoned high school ("B" vs "A"), and a lot of the things about the school seemed somewhat experimental and I think were ineffective.
