RE3 was supposed to be a minor spin off game called Resident Evil: Nemesis about Umbrella Corps grunts (presumably Carlos) being chased through the city by Nemesis. But Sony threw a fit due to Capcom promising them that main RE titles would be Sony exclusives, so in development they turned Nemesis into RE3, put Jill in it to make it more important and turned RE3 into Code Veronica.
