Finn did a lot more in TROS . He is literally the reason why the heroes were able to the find the lead ship and he is the who stopped it.

If you take Finn out TLJ... nothing changes . And what was this so call arc. A child solider and slave being lecture about how war and slavery is bad. TLJ took away all of the Finn agency . In TFA he made the choice to stand and fight. In TLJ he had to be told to do this and do that. And hell the main point Rose made at the end.

We have to save what we love.
That is literally what he was doing at the start of the movie before she assaulted him.

If you take him out of both TROS and TFA the movie fundamentally changes with heroes losing.

How Finn was treated alone highlights how bad this movie it. RJ didn't want Finn in the movie, and he wrote him out of the main plot. That isn't good writer .

That fucking love story of Rylo is a fucking sick.
And Luke being a almost murderer is bad story telling.

Finn is the most important part of Poe's plan to getting the Rebels to escape: find the hacker, board the imperial ship, disable the tracker. Just because the plan failed, doesn't mean he wasn't important in the movie. Or else you could make an even stronger argument about Poe being more useless and unnecessary than Finn? If you take Poe out of the movie, then Holdo's plan succeeds and the Rebels escape to Crait w/ the Empire never noticing.

It seems like your issue isn't with how Finn was handled, but how the movie handled the whole story w/ Holdo and her secret plan for escape, which is valid because that was extremely stupid. Johnson seemed to be going for the main theme to be Learning lessons through Failure for the main cast, but it was done very poorly.

For character arcs, you might not like the arc, but it is there. The Finn at the beginning of TLJ is a very different person from the Finn at the end. You cannot say the same about Finn in TROS.
