Because it's an inherently contentious subject since government is so fucking huge, has its hands in everything, and impacts peoples' lives in different ways.

It's impossible to please everybody which is why federal government should be absurdly limited in its scope, state government should be a bit less limited, and local government should be more of a focus. It still wouldn't be perfect, but it would come closer to representing the will of the people.
