Generally the main stories are completely serious. All the "wacky" stuff is in the substories.
I tried 2 different ones, I forget which. I think 5 was one of them and then everyone said "Nonono, start with [other one]" so I tried that it was exactly the same.

Both you run around dull streets as a man in a suit getting into "wacky" fights with thugs where you beat them up with tables and bicycles followed by 20 minute conversations about random bollocks even the characters involved didn't seem to care about.

I couldn't get into it. I didn't even get why it was a Sandbox, there didn't seem to be anything to do between destinations.

Sleeping Dogs is way better.

IT seems to be designed for people who don't care about pacing or atmosphere who like dumb silly things but also want them to be slow and uninteresting.

Which is fine but Shenmue was so much better is pretty much everyway. Even visuals, sure graphics are worse but Shenmue had strong art direction
