The general environment helps stokes it: the painting of the pandemic as China's fault(intentional or otherwise) and the climate of anti-Chinese sabre-rattling(basically resurrecting old '20s-'30s and '90s "Yellow Peril" fearmongering, just directed at China instead of Japan) help to contribute, but the truth is also that this country has a very long and sordid history of anti-Asian racism which can be traced back to the 1875 Paige Act (which banned basically all Asian women from immigrating, based on the stereotype of Asian women as sexually-deviant prostitutes that was referenced in the recent mass shooting targeted at Asian women) and, of course, Japanese American internment during WW2 (despite there being no evidence of much pro-Imperial Japan sentiment among them).

The myth of Asians as the "model minority" also helps to breed resentment, as Asians are actually more successful relative to other minority groups and are thus more visible in positions of power relative to their total population(and thus the targets of resentment for white men who feel they are entitled to those positions).
