Pretty sure that's part of the rationale behind the US Military having a mandatory retirement age for General Officers (read: Anyone over Colonel). I mean, take a look at the history of war, specifically when a new technology came to the battlefield, and then look at how many old generals/lords (same thing far enough back) said "pft, it'll never work." WWI is a good example, none of them could get past the idea that running armies into each other didn't work anymore. Then there's the English wanting to avoid using firearms and keeping the Longbow as long as they could get away with.

Same in politics really. How many of these politicians are ancient and just voting status quo unless they get a serious benefit?
