Also, thats just for developing public transports only. The day-to-day public transport is funded by local governments... who are severely underfunded.
Until just this year efforts to fund modern public transit infrastructure have been shut down in local propositions. Recently though a semi planned light rail project was passed in the city (which I think in large part came thanks to the new voters moving to Austin). Half of its funding is being secured through a local property tax hike (convenient because property values are skyrocketing here) and they're hoping to secure the other half from the federal government. Lord knows if any of this will actually happen though.

This too is false, given that in cities where there is good public transit infrastructure (Virginia, NY, DC), the entire population uses it fully. The notion of its for poor people stems from the fact that public transit is not accessible, therefore, only people who have no other options (ie: the poor) will use it.
Hopefully we'll find out for sure if some of this light rail project is actually built a decade from now. But the current light rail we have sees almost no usage from the locals. And tbh the bus works fine here anywhere south of 50th to downtown, but most people I know prefer to use lyft or uber when they don't want to deal with driving.
