It has been a while since I have seen the series and I can't remember if the different series had different rules, but iirc the gems had significant power but only those connected to the ship tsunami could summon the wings, but Tenchi could summon his own and later it turns out ~~he could not because he is a prince of Jurai, but because he is an omnipotent god~~. --- I am awesome and so are you.
